The true message of this memo is contained in the expletives--everything else is either noise or hints to the solution method. Typing each expletive without holding the shift key ("shiftless") gives number sequences. Entering the number sequences on a telephone keypad would trace out a series of numbers that give the latitude of the next location. (The longitude was given by the success message on the debugging device.)
